White layer on Trichocereus bridgesii help identify please

Recently purchased an established 2-3 foot Trichocereus bridgesii and one of the cactis has a whiteish layer on it. almost as if it was a paint but it's the skin. Can someone please identify this, the potential cause of this, and how it can be treater. My thoughts where to cut below and above this "white layer" and replant the top.
