Scrolling on Web pages - issue

I'm not sure how to explain what I'm experiencing. For the past few weeks, when I scroll (using Logitech mouse with wheel) it's like the pages take a break in the middle of scrolling with my mouse wheel and even when I click on the "arrow down or up" on the far bottom right of pages. It's happening on pages that never gave me issues before like Facebook, Macys, and others. It does not happen on this site or Amazon. I recall whenever I used to scroll on a page, it would continually scroll down or up without stopping when using my mouse wheel on those troublesome sites. This stopping is getting on my nerves since it's every other movement of hitting the mouse wheel and trying to work my way down a page. And I'm impatient!! It doesn't appear that it's "loading more page info" as I can see what's below where it stops to "breathe", then starts again...for a split second...then does it again and again and again. I'm familiar with what happens when a page is loading more info and this is different. It's frustrating because this didn't use to happen on any site when scrolling. It was a fluent scroll processs.

I am using the latest version of Chrome with Win 8.1 on a Asus laptop. I even tried IE, and it does the same thing there. Mouse is wireless with new batteries. I even tried a new mouse of the same brand. I don't use the computer's mouse pad since I don't like it, though when I tried it to see what would happen, it does the same thing as the wheel mouse. I went to control panel - devices - mouse - to see if there is anything there to change, and frankly, I don't see where anything would help. I hope I was able to explain properly. Any thoughts.
