Is a skim coat the next step?

I removed the last of the peeling paint from our hallway ceiling. Previous discussion here: Catastrophic Paint Failure

Some of the plaster came off where the paint was well adhered. Is a skim coat the next step in prepping to repaint?

I read one set of instructions that stated a pigmented shellac over the existing plaster would protect the plaster from moisture from the skim coat. Do people here recommend a shellac primer before the skim coat (if indeed a skim coat is what I should be doing)?

Also, in some places, the plaster where the walls and ceiling meet is crumbling. Is a skim coat the appropriate repair here, too?
I appreciate any help anyone can give me.
