Murray riding mower will not start unless I jump start it

Hi and thanks for assisting. I have a Murray riding mower model 42544x8B that will not start with a new battery installed. However, if I jump start the battery from my truck battery it will turnover the engine every time. Without the jump start I get the following results with the multimeter. At the battery 12.43v. At the starter solenoid 12.43v. At starter solenoid at either 1st or 2nd key position the voltage drops to 5.9v and then slowly rises, eventually rising to above 12v after around 30 seconds. At this point it still will not turnover the engine. When the key is moved to the crank position the voltage at the starter solenoid drops to below 1v.

These crazy changes in voltage really confuse me, especially because when I have the battery jumped from the truck batter the voltage remained above 12v at key positions 1 and 2, then dropped to 10.64v in crank position.

I am not sure where to go next. Thanks for any advice.
