Pool Light Cord Stuck!?

It's been 9 years since my pool was built. It is 15 x 21 with a raised spa. When my Jandy Color Wheel Light stopped working in the pool, I decided to replace both lights with WaterColor LED Pool/Spa light. After doing all the necessary steps, removing the pool light, I attempted to pool the cord and it will not budge. I am able to pull slack from the JBox (dry) side, but it will simply not move on the wet side. I am hoping that I am missing something and that some of you might have a suggestion, or advice on things I might try or look for to resolve this issue. I used a fish tape to feed it through the dry side and I was able to feed the 60' through the conduit, but it did not come out of the light niche? Is it possible on this small pool that the run would be that long? The equipment is located behind the feature wall pictured, with the light in the lower left corner, under the fire pit.
