I believe it is Amsonia tabernaemontana or one of its variants. I grow A. hubrichtii and have always wanted A. t. and every other Amsonia - great plants.

A hubrichtii has the best form, but I think illustris has the best flowers (or at least more of them). Illustris branches and puts on a second show, which is somewhat unusual for Amsonias.

I agree, the most appealing is the foliage texture, form and fall color of A. hubrichii, I'd grow it for that, not the flowers. Somehow that light blue with deep green color combo isn't appealing. I did think the seed pods were cool on this one.
