I tend to agree with carol. Probably Sarcococca hookeriana, I have a large area of the low growing variety. 'Humilis' , near my front deck, about the only plant I ever saw that can outcompete pachysandra.

It is Prunus laurocerasus 'Otto Luyken'.

I'm not sure I would be adamant about it being Otto Luyken (although I do think it is Prunus rather than Sarcococca). Otto Luyken has larger leaves than are what is showing - 4-6" long and an inch to an inch and half wide. Otto Luyken also flowers while Mt. Vernon does not (although too early to tell if this shrub will or not).

Some closer shots could help decide if it's Prunus or Sarcococca. My initial reaction was indeed Prunus. But I wouldn't like to swear to it.

'Otto Luyken' or similar, perhaps an unnamed seedling resembling it - of which I have seen examples here in my area. Lack of flowering is probably due to the same diligent pruning that has altered its habit and foliage.

Sarcococca would not survive zone 5/6 or if it did, would never recover good foliage by September, unless protected. There are precious few cultivars of Prunus laurocerasus that can survive zone 5/6 like 'Otto Luyken.' Certainly it's not 'Mount Vernon.' Many of the larger-leaved laurocersus do not even do well here in zone 7 East Coast. So given its hardiness, and the fact that 'Otto Luyken' is the most available and commonly grown evergreen Prunus shrub in the Mid-Atlantic, it's extremely likely this is 'Otto Luyken'.

Out and about yesterday I encountered a number of pruned 'Otto Luyken' that looked just like the shrub asked about here.
