Does anyone hard prune Austin roses ?

Trying to do a little research before pruning time. Here's what Austin said which quite astounded me.

The Heritage of the Rose - David Austin, 1990, pg. 178
I prefer to prune in January or late autumn. If we prune late (March) we remove shoots that are already growing well.
We are delaying flowering, .... can mean 3rd repeat is caught by frost.

.... no reason why pruning should not be exactly the same as that employed with HTs and florib. Less vigorous can be pruned to within a few inches of the ground..........so pruned should repeat well for it is hard pruning that makes modern bush roses so excellent in this respect.

Large growers like A. Darby, C. Austin, Cressida, G. Jekyll, Leander, M. Rose, & Windrush may be grown in back of bed with little pruning ... repeat flowering will be considerably reduced.

In another book he mentions long canes sprouting and says to cut back immediately (to conform with the shape of the shrub). Else bloom will only be produced at the end of that cane.
