Erosion on steep fill under overhang

We have a cantilevered greenhouse on the garage, and concrete steps next to it. Under the greenhouse was a big washout, which we have since fixed with more fill, a retaining wall, and cement slab up top (the water can't get through next to the garage block wall any more). But, the runoff from the roof still hits the steps which slope toward the steep fill. Any ideas how best to keep this from eroding away? I am installing gutters, but assume they will overflow when it pours (they always do). Should I put down landscaping cloth and a bunch of crushed rock? Larger field stone to keep them from sliding downhill? Some kind of gutter next to the steps? Hastas? (pretty shady, but they'd probably grow.) Suggestions, please!
