Adjustable shelves on only part of the distance. This leaves room to hang some items at their full length. Also, consider drawers for small items and closed cabinets. Any big box store has an array of budget-friendly imaginative storage solutions.

Yes, worthy, it's a shame the builder put the receptacles high on the wall. I think they could be moved without too much difficulty because below this room is the basement with an open ceiling. Perhaps not so easy with the water connections. However, it could be done if it were to make a much better layout.

If this is your entire closet, then you need to do some space planning. Figure out how many feet of long hanging stuff you have, how many feet of short hanging stuff, and how much stuff you want in drawers or on shelves. Then go to a closet design site and play around with configurations that get you what you need.

The builder may have been required to place outlets that high for code (flooding etc).

If this were my place, I would extend your closet built ins (or install them) to fit the entire space as one and treat it as an extension to your master closet vs treating it as a laundry room.

Maybe a pull out counter above the w/d to give you additional room for your sorting, but hides away when not in use. You should consider how you use this laundry room and if this is the home's only laundry (a family of 3 vs a family of 8 would need more space) and decide what your family needs.

Maybe something loosely based on this idea... One closet system built in throughout your laundry/closet and be able to tuck away the "laundry" section when not in use. On the wall opposite the W/D, same closet system, but you would basically extend your master closet to hang clothes there.
