Help with dying house plant

Hi all, my aunt brought me this large house plant that I believe to be a Dracena as a house warming gift about a month ago. She told me it is a baby off one of her larger ones and that she had just repotted it. It is is a large plastic pot (wrapped in rope) with drainage holes at the bottom. I waited for the soil to completely dry out once it arrived (about 1 week) then watered it myself and now it seems to not be draining properly. I personally had only watered it the one time nearly 3 weeks ago! the soil is still pretty damp and now one of the heads has completely died :(
I have other house plants that all do very well, never had issues where the plant sits in water so much, so I believe this one is in lesser quality soil that is resulting in poor drainage and over watering. I was wondering if that's what people more knowledgeable on the subject believe as well or could it be something else I'm missing?
If it is the soil or planter causing the issue, is it worth the risk to replant again?? I've attached a photo of this sad plant hoping you guys can please help! :(
