New grass turning brown in spots (zone 6)

We had some work done that removed an area of grass for an overflow spillway. Fescue grass was planted on this area that is a red clay on July 31. It was covered with a dark green open weave matt to prevent erosion. The grass was coming up and then we had an extended period of overcast, foggy, rainy days. The grass started turning brown in spots.

I found Sydney's (zone 5) Sept 15 article on grass dying and his pictures. His pictures looked like our situation. We sprayed the area with Spectracide, Immunox, around a week ago to treat for fungus. There does not appear to be grubs or insect problems. We want to replant grass. We are not sure about how to reseed the area.

We do not have an agricultural supply store in our area. Should we spray again with Immunox? How long should we wait to plant the grass seed after spraying? Can or should we add a topsoil, or peat moss or other to the top of the clay? Should we use corn meal as Sydney did? Are there considerations for watering the seed and new grass (i.e. Don't water in the evening).

We are planning to pull the the matt up and replant an entire section at one end. The middle section is patchy. The other end looks pretty good with green grass.
