Red spider lily not blooming this year

Hi Everyone, last year, we moved to a house (7b) that on last mid-August to end of August, ~30 red spider lilies (Lycoris radiata) came out beautifully. We cut the flowers, but let the leaves did their job and died back on winter ( maybe cut some dead leaves in winter). We also fertilized them last late fall with Happy Frog all purpose fertilizer with a bit of additional phosphate.

This year, no flowers coming up on August. By now, I have yet to see the leaves - though I don't know if it is the time for leaves or because of the same problem as the flowers.

Does anyone know what is the problem and the solution? Are my lilies safe to bloom again next year?
