Neighbors bonfires affecting child's asthma

My 7 year old grandson whom hubs and I are raising has asthma. He sees some of the finest doctors at Childrens hospital of Pittsburgh, yet his asthma remains chronic, this post however isn't about that. I have a few neighbors that have bon fires almost nightly. I do have my windows and doors shut but never the less it sneaks in..I also can never take this child out to play as if its not burning its smouldering..I've tried a number of times to explain to these people what the fires do to my boy and they tell me *do something about it..if you can* I have called the local and state police and they tell me they can't help me. I've called the Township supervisors numerous times and they say they will *see* what they can do..yet nothing is ever done.

I am fed up with this. A 7 year old that can't go outdoors..not to run or jump his asthma gets ahead of him. But he can't even go out for some bird watching and a picnic. I feel like my hands are tied and I ddon't know where to turn. Any advice would be greatly appreciated. Thank You.
