Why is my Echeveria growing roots in place of dead leaves?

For the past month or so the bottom leaves of my Echeveria 'Perle von Nürnberg' have been dying and falling off one by one. I read up on it on other forums and concluded that this is probably normal because the bottom leaves are not getting enough light because of the top leaves so they became useless. When a leaf dies, first it goes wrinkly and then slightly yellow, then shrinks up and dries up completely. The top of the plant looks healthy and keeps growing more leaves though. Just now I noticed that where the bottom leaves fell from the plant has grown tiny pink roots. I have been experimenting with how often to water it, could this be a sign that my plant is desperately looking for more water? Or is this what always happens when bottom leaves fall off? Do I need to replant it so that these new roots are covered in soil as well? Thanks in advance!
