Service dog housing issue

Does anyone know how to make my landlord understand that my service dog is medically necessary? I have already provided a letter from my Dr, all of his veterinary records, and a personal letter from myself. To date, she has not approved him to reside in my apartment, and I submitted my written request in mid March. Due to her not allowing him yet, I am out over $1500 USD in boarding fees, and well behind on his training. Without going into detail about my disability, I will say that he does perform specific trained tasks, alerts to vertigo, and assists with balance when needed, which qualifies him as a legitimate assistance animal under ADA law. Any advice would be greatly appreciated. Thanks in advance
