hate storm windows & screens & aluminum frame, can't afford to replace

I live in Charlotte, NC and our house was built in 1978. I know this is terrible, but I have removed almost all of the storm windows and screens in my house because it was too hard to keep them clean (in between) and it always looked terrible. The only 'aesthetic' problem now is the aluminum frames and the big gap where the storm windows were (collects dirt, leaves, cobwebs, and the aluminum frames just look bad, IMO). We can't afford to replace windows now, so I was looking for a stop-gap measure to get us through another year or two when maybe we can start replacing them one or two at a time. Should I remove the aluminum frames completely? Should I remove them and paint them? Either way, is there a way to 'fill in the gap' with wood or something? I'm not that worried about the insulation at this point (we spend about $200/mo on budget billing to run heat when needed and A/C the rest of the year), but the way it looks *really* bothers me. I would appreciate any input!!
