Dahlia eyes drying up, turn black

I've grown dahlias the past two years and usually I plop then in the ground rather shallowly they sprout and bloom shortly after. A decent percent of my tubers this year have not been doing well. All of my tubers were overwintered by me and some are great, some have had their initial eyes brown and die with no replacement eyes yet and some of these with the bad eyes have signs of rot? I dug up the black dead eyed ones and 10% have white mold. I do not water them at all until I see grown leaves, these were never water. It has been much hotter than usual. I know I had problems with rot last year due to heavy rain but then I was able to save the plant, I just discarded the tuber and let the leaves develop their own roots. In this case I can't even do that.... is it the heat just burning the eyes up?

I started some in pots early and those are all fine, babied a bit perhaps??
