Underlayment for cedar shingles over old siding?

Hi,
I recently purchased a home where the original siding consists of those panels that are cut to appear like cedar shingles. I believe they are wood, but I can't tell. At some point, the previous owners covered the panels with foil covered foam insulation and vinyl siding, which is in terrible shape. I now want to take the vinyl siding off and replace it with eastern white cedar shingles. I have no idea what kind of underlayment was used under the original siding, but I don't want to strip the original siding off because the windows were replaced and I assume they will be sticking out too far if I do so. My plan is to take off the vinyl siding and the foam insulation, go over the whole house with a plywood that is equal to the thickness of the insulation, put felt paper over the plywood, and then hang the shingles. Can anyone tell me if I'm on the right track?
