Could someone help me figure out what is attacking my roses?

My wife spent several years growing this beautiful William Baffin. It was about 8-10 feet tall when, a couple years ago, I think someone hit it with herbicide and all but killed it. Well, it seems that it is trying to make a comeback! We are trying to help it along, but it is having some problems.

Part of the problem I'm sure is insect damage. There might be some fungal issues, too, I don't know. I've tried spraying it a few times with the dish soap and cooking oil solution, but it has not solved the problem. We also have Polestar that is exhibiting some symptoms.

I will post some pics below. We are in NW Ohio. Any observations or suggestions would be appreciated. Thank you so much!
