Alissa - Please read the answers from everyone above. There are a lot of people who know a LOT about roses giving advice there. One or two issues I would like to repeat/emphasize - if you live in a humid summer climate, and have disease issues, planting 2 roses together might make them both more susceptible to fungal disease. If you live in a dry summer climate, not. Also, if you use 2 different KINDs of roses, one is likely to be either way bigger (in its final size), or way more fast growing/vigouous than the other, and you might find that one has "eaten" the other. That happened to me when I planted 'Awakening' (which is a fairly strong grower) near 2-3 baby tea roses. Within 3 years, I noticed one day that I could not see Awakening anymore, and I had to crawl around under the tea roses to see that it had been completely smushed by them, and was not doing well at all. We dug it up and moved it to save it, and it is recuperating. Jackie

Here are some ideas to think about... Winter is a possibility. You noticed these issues during the last two years, a time when a lot of other people in many places have suffered this blooming problem. I have two near each other too and one got two blooms and the other one produced no blooms. Make sure you are not pruning it after flower buds have developed around July-August. Also be careful of pruning it to get rid of leftover dried flowers from last year; the flower buds are at the ends of the stems and while deadheading you could accidentally prune the flower buds. Also, check the soil to see if the levels of nitrogen are high; cheap soil kits can flag cases of high N. They can also detect low P levels. Make sure the two plants do not have water issues (periods of dry, followed by wet). Investigate if there are winter weather problems that could kill the flower buds to one and not the other. See if the down spout (is that what that is?) is causing too much water to accumulate in that area, stressing the plant and making it not develop flower buds or making it kill the flower buds. I doubt too little sunlight will be an issue as it appears to be in bright shade. Some people insert a straight-edge spade around the edge of the foliage spread to shock them into blooming but, I have never had to that so try the other suggestions first. Planting out zone could be a possibility too since macrophyllas are not normally hardy to Zone 5 and require winter protection. Some remontant ones, like Endless Summer for example, have trouble blooming even though they are advertised to be good at that zone. You could thus end with one that can handle it and another one that is not as vigorous which cannot handle the winter.
