I also like Chapman like dickifickle above. But what people like doesn't mean a darn thing. What grows well in your area? Initially, stay away from the big box stores and check out the small nurseries that grow and sell their own plants. Ask around. Find out what other gardeners in the neighborhood are growing. Most state university systems have recommendations, also. This Garden Web of ours is a great resource but it covers a lot of territory and many answers might not be appropriate for you in your geographical circumstances. I used to sail on Buzzards Bay and adjoining waters here in MA. The most useful bit of advice one could find when trying to navigate all the little bays and harbors was "Local Knowledge". I will qualify my suggestions with the warning that I have never gardened in zone 10, so do your own research on the plants I suggest. Any of these that I have grown has been in a pot, not in the ground, so I don't know how large they get or if their growth is likely to get away from you. I do have allergies and dislike most scented plants, though a few don't bother me, so I can understand the problem. I have grown Mandevilla in a pot for several years since it doesn't survive our winters. I notice no scent to the flowers (either indoors or outside) which are trumpet-shaped and showy. It is a twining vine, so need something to twist around such as wires; it won't stick to a board fence on its own. It should be hardy in your zone, 10b. There are a bunch of Bougainvillea species and selections you could check out which should be evergreen in your area. What look like flower petals are colorful bracts, but there are tiny flowers that have no scent. I honestly am not sure how they climb. Thunbergia alata is another flowering vine that is evergreen in your zone. I've grown this and it's also totally unscented. Twining vine. Creeping fig is a self-clinger, so doesn't need wires but will fasten right onto the fence itself. I would ask around at nurseries to see how much of a problem it might be in your area as far as unwanted spreading. I am also not sure how attractive it is since I've seen both nice and homely photos.

When you made the suggestion, I remembered that I had spoken to my better half's ex-doctor about the Indian or Pakistani fabric, and she said she would love to see/have it (he could not understand her, as she has an accent and also has that lilting tone that he can't hear, so he switched Dr.'s). I will contact her and find out about somewhere to donate the fabric. I'll let you know if it works.
