how long can mail order nurseries keep grafts in the fridge?

This week I received and planted a pear from a certain well known mail order nursery.

I was not surprised it wasn't in leaf yet - because it's clearly more sensible to ship a dormant plant - but I realized that, considering it was coming from the PNW and they are having an ahead season this year, the plant would naturally have leafed out over a month ago, had it been in a field.

Clearly at some point they have to take the plants in storage out, and let them leaf out, right? They can't just somehow keep them dormant all summer?

Has anyone actually seen how this is done? Do they have an onsite rented reefer truck, perhaps? It would seem very expensive to maintain an on-site commercial refrigeration plant when it's only needed for 3 months of the year.
