What is this plant I've been pulling for years?

This plant grows in one shady area of my yard and spreads by runners. I am attaching photos of both the solid green and variegated versions that I have. It gets about 12-18" high and has flowers that almost remind me of Queen Anne's lace (it's not wild parsnip). I've been pulling it out for almost 9 years from my yard but it is also in my neighbors yard from which I cannot remove it. The 4th photo is one that I pulled out so you can see the roots/runners. Any ideas? Thanks in advance!!!
