Question regarding 2nd and 3rd year own-root roses

My own root rose bands started with young, thin canes. But the second year, most of them sent up strong, larger than pencil sized canes. The third year, I was hoping for more of these canes, but many of my plants have just the one cane along with their original, twiggy growth. If I prune the twiggy growth, will it encourage basal breaks? I'm worried about doing that, because it will leave my rose plants with just one cane. Should I leave the twiggy growth, because the leaves on these canes feed the plant? Thank you.
