Finishing basement/radon concerns

Hello All,

We have a radon mitigation system in our basement which has lowered radon levels from 12 (prior to mitigation) to an average of about 3 over the past year. We're interested in finishing the basement but I'm concerned that a level of 3 is still too high to spend any more time down there than we already do (currently just laundry and storage). We had a radon company out last week but they felt this was the best they could do and even another system wouldn't help because airflow is already good. So the questions:

-would you feel comfortable with that level of radon if you were going to spend one or two hours per day in the basement?

-will the level most likely drop if we do renovate, as we'd be covering the beat up cracked concrete floor, sump pumps, and french drain?

-should the concrete be sealed and repaired even if we put a subfloor and laminate floor on top?

I have more questions but this is probably a good start. TIA!
