Old rose bush discovered in woods needs help

I have been working on clearing out an area of woods on my land for a woodland garden. In the process, I found a very old flower garden deep in the woods. Mostly all that is left are TONS of daffodils and crocus and a very large, very spread out rose bush/bushes. The bush is low to the ground and covers 20+ feet of an area. I had no idea it was there and cleaned the area out. The bush has beautiful and plentiful foliage. I am not however seeing any signs of buds. (all of my other roses are currently in the budding stage. So, my question is this, can a rose bush be too old to bloom? I gave it rose food and have been watering it. There does not seem to be any sign of disease. Ideas? I would say from the history of our property, this plant has been here for about 60 years.
