NEED FEEDBACK ON GARDEN FERTILIZERS THAT WON'T ATTRACT CATS

Story simple; we have a sort of sanctuary for cats; around 17 in all, including the "inside" crew. Though the inside folks can be monitored when they are on their leash walks through the garden, this can't be done with the ferals. I'd like to go back to an organic fertilizer, but need to find something that cats (or raccoons and possums) won't want to dig up.

Would like to hear first hand experience from anyone out there who has faced this problem and found a happy solution. The issue is more the damage they do to the crops, than worrying about
their being poisoned. They're pretty smart about not eating things that
would hurt them. Have never had an instance in which I thought a cat was poisoned by anything. For instance, I'm pretty certain using fish fertilizer would not be a good idea. And, in an aside, let me say that Sluggo attracts both cats and raccoons. Use it and you end up with craters dug wherever it's touched ground. 100 times worse than any slug damage.

Anyone have suggestions?
