Where did I go wrong with pre-emergent application?

Hey guys. It is time for the bermuda to come out of dormancy so I'm sure I'll be more active on the forum.

I have a weed problem and it's only March. That's not good. I applied Stonewall in split applications last October/November. The guy at JDL told me I might be a little late but the weather had been warm so I figured I'd be fine. He suggested split applications and since the bag calls for no more than roughly 12 lbs/1000 sq. ft a year, I put down 3 lbs in October and another 3 lbs 6 weeks later.I had been monitoring soil temps on a website. Even though soil
temps had not consistently reached 50 degrees, I had some broadleaf
weeds that were growing. I put down 3 lbs of Stonewall last week and I
will put down another 3 lbs in 8 weeks. Since then, the weather has
warmed and the broadleaf weeds in my backyard are popping up everywhere.
My front yard isn't as bad. I'm not too concerned because I have had
success in years past using non-selective herbicide before my bermunda
begins to green and using a selective herbicide after greening. It is
concerning though that I take great care of my yard and for me to have
this problem already. It has never been this bad this early in the
year.

For some background info, I live in the Raleigh, NC area and have
sodded bermuda. Also, it was unusually warm in December. I can
remember seeing my bermuda starting to green just a little bit.

What do you guys think the problem might be? Are these perennial weeds? Any
suggestions are appreciated.
