redbor kale alive in north, how to cut back

Happy Spring Everybody! So glad to see all the activity about spring plantings...

My Redbor Kale is alive. Tall, thick stems had extensive rabbit damage on the top, so I cut them back to 6" and can see new growth leaf nodes along those 6"

However, this is actually in my perennial garden, so serving more as an ornamental. I'm thinking I might prefer to have the plant send out new stems from the base instead of having these 6" stems.

Can I cut this down to the ground, or do I risk killing it?

If I can cut it to the ground, is it ok to do now?

I'm in Wisconsin and it's going to be 68 degrees today, but of course, that doesn't mean we won't still have a blizzard and a lot of cold still...
