Two Little Lithops: one with new leaves, one without! What now?

Question for the lithops people: there's two tiny lithops grown from seed. One of them has its new set of leaves and is merrily absorbing the old ones (I have not watered in about two months). As the other is becoming a bit dehyrated, I gently took a peek inside, and there are no new leaves. This is a 1.5" pot ... should I just make the second one wait until the first has completely absorbed its old leaves? They're both still so tiny, I'm not sure it will make it. But I know I shouldn't water lithops now. This is where I've always gone wrong in the past. Yet: that one on the right has no new leaves and probably needs a drink!

Suggestions?
