Under the Tree for Zone 7b

Good morning,

I have a tree (think it is an oak?) that is encircled by a chert driveway. Some of the roots are above ground and I think it may be dying. It is starting to drop a few smaller limbs during heavy storms.

So my request for advice is two-fold. How do I save the tree? (Removing the driveway is not an option) What can I plant around the base of the tree to look nice?

I can get more measurements if needed, but it is a large tree that my arms reach about 1/2 way around, maybe less.

Any help and advice is sincerely appreciated.
