Gap between Caesarstone counter top and cabinets - Is this normal?

I just closed on a new home that was just built. The options I chose were a light Caesarstone counter top with a flat edge and espresso shaker cabinets.


Before closing I saw this and was told they still needed to install the scribe under the counter top.


This isn't normal right? Is it even called a scribe? I thought scribing was what you do to fit cabinets, countertops etc together for a good seamless fit.

I certainly want to make sure this (and the many other things) is fixed up sooner than later.
