Fresh Air Intake Question

We had problems with our fresh air intake in the basement and had a local company put a new one in. They put a shut off valve on, but it was impossible to close. For most that wouldn't matter, but both my son and I have asthma and the outside smoke smell bothers us.
My Dad and I decided to try to do it ourselves by getting a better shut off valve and putting it on the intake right before it went into the furnace. It works fine for closing it off now which is great, but when the cold air comes inside it gets a lot of condensation on it.. it gets so wet that it drips on the floor in the basement some. In the past it might have gotten a little damp, but now it is much more that way.
Couple questions- What would have caused this to get worse? Would a fix be as simply as putting more insulation around it or what would you recommend? Is this something I should do myself or should I pay the local heating/cooling company again? Thanks for the input!
