The first 5GB is free. Once you fill it up you have to delete stuff to make room, or you need to pay for a larger storage capacity. Apple will not charge you for more storage unless you specifically choose to upgrade. iCloud holds your backups, your contacts, etc., but these are usually minor in size compared to your photos. You can go to iCloud to delete your photos or you can just do it on your device and the iCloud storage will mirror this as long as you have a wifi connection.

thanks for the info. I have now backed up my ipad to my windows PC 7 and transferred all my photos and videos to my PC from my ipad.

problem is my videos are all upside down. They were taking the most room on my ipad and I would like to now delete them from my ipad. But would like to be able to see them right side up on my computer first. Is there a way to turn them on my PC.

Open the videos using Quicktime, or try this, and then report back on whether it worked:

Lyban, you can also dictate what you want stored on your icloud via settings.

Go to setting, icloud and the list of what you have the option of storing will be available.

Lyban, I should add that you can make it so your pictures aren't stored there, but just be aware that anything you don't store in the cloud will not be available on your phone (if you have an iphone) as well. You will have to manually transfer it instead.
