Question for DIY 3W LED Builders

I tested the forward voltages of 2 kinds of blue and 3 kinds of red 3W 20mm star LED chips from Chinese Ebay stores. Approximately, at 600 ma, cold, the test results were 4.4 V for blue and 3.1 V for red, whereas the advertised specifications were "3.0-3.4 V" and "2.2-2.4 V" at 700 ma, respectively.

I suspect that these LEDs are quality control rejects because of the voltages falling above specification. Considering the low prices, maybe, that's good news because better rejected for too high a voltage than too low a lumen output (indeed, the LEDs seem bright). But, this thwarts my planned matching of drivers to chips. For example, a "1-3X3W" driver with a maximum voltage of 12W will only operate 2 blue chips properly instead of my planned 3. And, often the maximum voltage of 3W drivers are unspecified so it's difficult shopping for matching drivers.

Have you experienced the same problem and, if so, what did you do about it?
