Can my plant be saved?

Hi! I'm new at growing plumerias and I could use some help/advice as my dwarf singapore plant is not looking great. It was doing really well until a month or two ago. It put out lots of new leaves over the summer and it seemed pretty happy. Then I started to see dark spots on some leaves, mostly on the mid-line of the leaves. At first I didn't think it was anything but then it kept getting worse. I plucked off the worst leaves and sprayed it with physan 20. It didn't really help too much and the remaining leaves also started to show spots. I pulled the bad leaves off again a week or so ago and sprayed it with neem but, again, the remaining leaves have gotten spots. It looks like spot fungus to me but the fungicide sprays don't seem to be doing much. Any thoughts? Oh, and the plant hasn't been putting out leaves either. It has little tiny leaves that were starting but they seem to have stalled and some have turned brown. Thanks for any advice!
