It has, as Claude Castonguay has succinctly noted, reached "a crisis point." Actually, when 40% of the province's $60 billion budget is spent on health care, or when public health care costs in Canada are growing at twice the rate of the economy as a whole, we'd say the crisis point was reached long ago. But better late than never. And Castonguay, known as the father of the Quebec public health care system that was copied by the rest of Canada, should be commended for acknowledging that the province's health care costs are unbearable. He should also be applauded for proposing further privatization. A report issued last week recommends that Quebec move toward a mixed-delivery system that includes more private care. The report, "Getting Our Money's Worth," also calls for user and access fees that will cut the incentives to make those "free" doctor visits for minor ailments that have clogged the system and sent costs soaring. It also suggests eliminating the rule that prevents doctors from practicing in both the public and private sectors. These are mere details, though. Of greater significance is the admission that state health care doesn't work. Perhaps most revealing is Castonguay's statement that "patients, instead of being seen as an expenditure for the hospital, become a source of revenue." In nations that have the blessing of a liberalized economy, people are looked upon as sources of revenue in every facet of life. It's a formula that works well for both seller and consumer. Even the poor in this nation, where we allegedly have a crisis of the uninsured, benefit from the arrangement: They have color TVs, microwave ovens, cell phones, multiple cars, VCRs and DVD players, air conditioning and plenty of food, enough for obesity to be among the top health problems for those below the poverty line. "People can choose what car they want to buy, what suit they want to wear, what house they want to live in," Castonguay says. "But when it comes to their health, they don't have a choice. That's what I'm against. We are proposing to give a greater role to the private sector so that people can exercise a freedom of choice." Too bad Castonguay failed to recognize this in the 1970s, when he was putting together Quebec's socialist health care system and stripping Canadians of their choice. He wouldn't now be forced to unravel the mess while trying to maintain the fiction that the public health care system that "has become a symbol that's very valuable in people's minds" will not be significantly changed....See MoreOutrageous medical costs
Comments (12)Greetings, folks, While the claim was that it's "free" in Alberta, that's not quite correct, for there are costs, there, as well. In Ontario ... it used to be free, but before a recent election the Premier had promised "no tax increases". After they were elected, it appeared that there were more homes for their dollars than there were dollars coming in ... ... so they instituted what they called a "Healthcare Levy" ... ... that's not a tax, you understand. We calculate the level of our responsibility, i.e. annual fee, on our income tax return (federal and, for most of us, provincial) ... and it appears down near the end of our provincial calculation, so is somewhat ineligible for certain credits that we may have accumulated. So - while I may not pay directly for my medical services, they are somewhat costly, one way or another. Comments (13)I too live in a small town in northern Wyoming. I am so thankful that our vet (large and small animal) is sooo reasonable. Two years ago I took my mini dachshund for a teeth cleaning- they didn't seem dirty, but she had horrid breath. She had a newer sedation- she was awake, but in 'slow motion'- did not need oxygen. When I went back to pick her up 1 hour later he said 'he teeth were not very dirty- charged me $25. The vets 30 miles away in Cody are much more expensive! I had to take her in to the Cody vet in the middle of the night because her heart rate and respirations were elevated- acting 'funny'. She had been bitten by an insect and was having a reaction. 1 xray, 2 meds IM- was in the office for about 1 hour, outside in the truck with her resting for another hour- bill was $225! Expensive for here, but still much better than when I had to take her to the vet in San Antomio, Texas for a minor thing! A health certificate here in Wyoming is $5-10, depending on what kind. I had to get one for airlines in San Antonio, and it was $55!! Yikes- no wonder so many people don't get good care for their animals- it is just like health care for people- when it is too expensive preventative just can't be done- especially in these hard economic times. I feel so bad that many people are having to give up their pets now- deciding if they can feed their children or their animals... A couple weeks ago I had to get medication for one of my peacocks- antibiotics and dex- 3 days worth...$3 Love my vet.......See MoreCost of Medical care!!!!
Comments (22)I don't think anyone, anywhere has the perfect health care system. Whether you live here in the US or in Canada, Japan or Germany there are serious issues with implementation. I have a close relative who practices medicine in PA and he has patients who come from Canada, stay in hotels and pay cash in order to receive treatment. Yes it would have been free at home, but in many cases they do not fit the 'profile' of the patient who is eligible under the Canadian medical system to receive the needed treatment or the waiting period is so long their health could be seiously comprised if they waited. Please don't think I'm bashing the CA system, because we certainly are overdue for an overhaul here in the US to improve ours. I'm just pointing out that health care is a serious problem everywhere. Our newspaper wrote a story about a physician in Japan who may only charge $99 for an MRI. However he's having trouble keeping his practice going because he's losing money. So he has installed vending machines in his waiting room and makes patients pay if they want to park in his lot. My neighbor is from Holland and she and her family have been trying to save enough money to bring her mother over to the US for heart surgery. She cannot receive the surgery in Holland because she is deemed to old. I certainly don't have to write about the problems we have here - just read all the above posts. But the problems we have now are only going to get worse. Applications to medical school have dropped. Many who are interested in becoming physicans cannot afford to do so - it's not unheard of to graduate with $300,000 in loans on top of whatever it cost to go to college. I could go on and on. I certainly don't have the answer and unfortunately the situation is tremendously complex....See Moretibbrix
