Help with carrots - tops browning

Hey everyone,

We moved onto new farmland this year. I've never had trouble with carrots in the past, but all summer I experienced drying and browning tops, resulting in unsellable, small carrots. We had the hottest summer on record here with practically zero rain, so I assumed that was all that was at fault.

Now, though, I'm seeing some of the same browning and drying starting on our winter Napoli carrots (we plant them in the field and later erect caterpillar tunnels over them for the winter). So hot, dry weather obviously isn't the cause.

I've attached a couple photos of what the damage is looking like in its early stage. Could this be a pest I'm not familiar with? Any other suggestions? It looks to be worsening in spite of the cold weather, and I want to intervene if possible to save our winter carrots. Oh, and we're in western NC, in the mountains, zone 6b.

Thanks.
