2nd season mulch & Re planting

So this maybe a duh question to the master gardeners but I will ask anyway so I can learn. I have a BTE wood raised red that I want to plant a cover crop into for the Fall.

When I started, I let the plants grow up until third leaf then added chips but since they are already laid down in the bed from the previous season, what is the best way to replant into the chips knowing that wood chips can mix in and possibly cause a nitrogen tie up issue.?

What has been the experience of others that have used wood mulch when it comes time for replanting; especially with a scatter seed like cover crops ?
