Unneccesary Reformat of Hard Drive

Why is it, when one has a problem, the first thing most computer repair people want to do is "reformat the hard drive"?

This happened with my PC a few years ago, and after that, Zep informed me that reformatting wasn't always necessary and that my problem could have been solved without reformatting.

Same thing happened again with our Mac. Computer repair person insisted we try this and this and if that didn't work he'd have to come get it and reformat the hard drive. Neither of us was convinced that was necessary and took it to Genius bar. Voila! Problem solved without "reformatting" hard drive.

Later in talking with friend, he observed this seems to be a common practice with computer repair people. He believes they just want to take the easy way out.

I tend to agree with him.
