Pruning a weeping larch

I have a mid sized weeping larch in my front yard, very healthy, no issues. Since we had only just moved in this time last year, I didn't do any pruning, etc. to the landscape in the front of the house. So now I have identified that one of the trees is a weeping larch, I am at a stand still as to when to prune it back. It's well staked and growing in a pleasing shape, but there are suckers all over it and some growth that reaches to the ground that I would like to shorten up to the original umbrella shape it had. When is the best time to prune? I am in zone 6a, southeastern Michigan. Thanks!
