Fall planting question and roses for the SE

I am itching to get some new roses in the ground. Is fall a good time to plant some or should I wait till early spring? I'd really like to get some OGR to go with the Austins and more modern ones I have. Most of the spots I have to fill need slightly smaller ones, no beasts, but I was wondering which of the older roses do well in the SE, specifically NW Ga. I'm not too picky though I'd mostly like to stick to repeats (I'm sure I'll end up with a couple of once and done's before my gardening days end) and I have space for all day sun, morning/early afternoon sun and rather a lot of shade till midday then OMG burnination till sundown spots. HMF size estimates on some of the roses sometimes seem to be pretty broad or contradicted by things I've read here and I know location matters a great deal.

Here's my little Carding Mill that I ordered from Chamblee's in early June just to liven my post up a touch. Caught it in between rain showers this morning.
