Help with identification of pest

Hi! I'm having problems with several plants in my garden and would like some help in identifying what it is. The leaves on my 12 tropical hibiscus plants, and 5 plumeria's plus a passion vine and a few other plants are all slowly turning yellow .I'm plucking leaves on a daily basis. The buds on the hibiscus turn yellow and drop off so of course I'm thinking thrips. But I have sprayed with Spinosad 3 -4 times but it doesn't seem to help. The underside of leaves will have black speckling and white "debri" type stuff. I'm finding leaves with this elongated sac along the veins of the underside of leaves. There are ridges on the sac. Is this the thrips? On a couple of my hibiscus I also thought of Gall Midge on those so they were given Bayer 3:1 sprayed on and Bayer tree and Shrub in the soil which I read on Hibiscus website to do. I can't seem to get a handle on this. Any suggestions? Is this elongated sac thrips or something else? Thanks so much for any help!
