I use to have a couple of very Cheap Bluetooth Dongles that I used and they worked great. They did after many years of service fall apart! I tried replacing them with more expensive dongles and couldn't get them to work. Snidely is right, kinda hit and miss. I do however think your problem my be deeper. Since the release of Windows 10 there have been lots of problems with WiFi Adapters and Bluetooth Adapters not functioning correctly or not at all. The 2 Acer Laptops I purchased a year ago had Windows 8 installed when I purchased them. I installed Windows 8.1 shortly after the purchase. The WiFi/Bluetooth Adapter worked great in Win 8 & 8.1. Once I installed Windows 10 on July 29th neither the WiFi or the Bluetooth worked. I ended up buying two New Cards for the Laptops and now the WiFi/Bluetooth are working great. My sister purchased the same laptop with the same WiFi/Bluetooth Card, after the Windows 10 upgrade her card works fine, no problems. The funny thing, the card that stopped working worked fine in a different Acer Laptop with Windows 10 already installed!

A simple google of ....iphone pics to win 10...produced this link as the first result: http://www.imore.com/how-transfer-your-iphone-and-ipad-photos-windows-10 and it is dated 11/16/2016 so I'm guessing that the info is current. Other results have older dates so those methods may or may not work. It would be interesting if you could borrow someone's Android phone to see if Win 10 would auto-magically do what you expect. If it worked, my guess would be that the change (if there really was one) was something pushed by Apple, not Microsoft.

May you never be forced to try it! Perhaps with all the updates Microsoft sends to Windows 10, some of the other tricks that used to work no longer do--or perhaps the action that brings on the black screen with cursor has a bearing on which solution will work. Lol, could it be that a year or two years from now, the sixth time will be the charm?

If you'd be more comfortable using "Windows Photo Gallery", you can still add it. It's part of "Windows Essentials". Where is the best place to download it? I don't know but without looking too hard I found a link provided by Andre Da Costa, an MVP and volunteer moderator on the Microsoft "Community" help forum. From what I've read, Win10 no longer comes with Photo Gallery (it comes with Photos) but performing an upgrade won't blow it away. I haven't used Photo Gallery much if at all but when I briefly opened it, I saw that it includes an "Import Photos" option that may be what you're familiar with, and would make it easier?
