Chlorosis on potted Kordes "Dark Desire"

I purchased 2 Dark Desire band roses this spring and the leaves look like they have chlorosis. They are still potted since they are so small and have not been fertilized. I repotted them on Tuesday in Miracle Grow potting soil but still have not added anything to green them up. Posts of this rose show very dark green leaves. Even the new foliage starts burgundy but then pales to yellow green. It also looks like there is a bit of cercospora which seems common in my Kordes roses.
Any help is appreciated.
