Pruning grape vines for powdery mildew infection? (zone 10b)

My house has a large grape vine in the yard that got a powdery mildew infection about six months ago, but went untreated until three weeks ago.

I started spraying weekly with neem oil and Serenade (alternating the two), and removed any dead or infected leaves from the plant, as well as the fruit since it was very small and completely covered in the fungus.

The vines themselves, except at the ends where the growth is newer, are covered in these black discolorations/patches. I looked into this online and it seems to be a result of the powdery mildew infection, and is a place where the fungus can overwinter so that it can attack again in the next year. I've attached a photo of an infected vine.

Essentially all of the green vine material is infected- should I cut it all back completely? If so, is there an optimum way to do this and a best season to cut them back?
