Help with chrome paint for sides on old 1950's kitchen cart redo?

I have an old 1950's (I think) kitchen cart that I want to restore. Unfortunately it has a lot of rust on the chrome sides that hold the shelves. The shelves themselves are in good shape with just a little surface rust on the bottoms that I can sand down before I paint them. How can I paint the chrome sides so they look authentic. Doesn't have to be perfect chrome but the closer the better. I saw some you tube videos for car wheels that said paint with a rust preventing primer, then gloss black, then with glossy clear coat, then spray the chrome paint. Is this how you would do it?
