southern red cedar curly twigs

i planted 8 southern red cedars about 2 years ago in my front yard , spaced 10 ft on centers and in full sun all day. The ends of some twigs one tree are curling and look like they have arthritis or something. Also, the tree overall has a duller look than the others. One of the trees right next to it was stunted and looked bad so I cut it down. Now I'm worried that this tree with the curly twigs has caught a desease from the stunted tree. All the others look great so I dont want to spread a disease from tree to tree. Should I cut the arthritic one down too?
