Two flews; get smoke from one to the other

Been here 17 yrs. two fireplaces (two separate flews in the chimney with two openings at top both have caps, one in basement--other one on first floor, directly above. Basement is log burning and 1st floor is gas logs. Chimney is on outside of house wall from ground level up, is above house ridge by 3 feet, no surrounding trees or obstacles. Problem: about every other time, when fire is started in basement, we get smoke out of the gas fireplace upstairs. Flews are clear and cleaned professionally. They ran a camera down the flews from above and could not see anything. They then said that the basement fireplace needs parged ($800.00). Is this parging really the problem? This has been a problem since we moved into the house.
